Job Description

Nature of Work

This position performs technical and administrative work related to public water and wastewater systems within the 10-county Wheeling District Office area. Working under the direct supervision of an engineer, the incumbent supports the oversight and protection of public health by assisting with sanitary surveys, responding to emergencies, and ensuring compliance with state and federal drinking water regulations.

Key responsibilities include:

  • Conducting, or assisting an engineer in conducting, sanitary surveys and informal inspections for a variety of community and non-community public water systems.
  • Responding to customer complaints and providing technical and/or compliance assistance to public water system operators.
  • Responding to emergencies such as floods, blizzards, chemical spills, or droughts, and collecting critical data to support public health protection and engineering services.
  • Assisting in the delivery of public water system operator training courses to meet state and federal requirements.
  • With engineer support as needed, approving, recommending, and/or ordering modifications related to site location, design, materials, construction, testing, and maintenance of public drinking water systems in compliance with applicable laws, rules, regulations, and policies.
  • Remaining available and on call 24/7/365 to support disaster relief efforts and updates.

Minimum Qualifications

Training : Bachelor’s degree from an accredited college or university.

OR

Substitution : Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience : Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.

OR

Substitution : Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.
